Quick answer
Russia is a left-hand-drive market inside the EAEU customs framework, and it was China’s No. 3 used-car export destination in 2024 (trade-association figures) — but since late 2024 it is also the most expensive major market to clear. Two costs dominate. First, import duty: individuals importing for personal use pay unified euro-per-cc rates banded by age (3–5 years: €1.5–3.6/cc; over 5 years: €3.0–5.7/cc), one bundled payment covering duty, VAT and excise. Second, the recycling fee: raised 70–85% on average from 2024-10-01 under Government Resolution No. 1255 (2024-09-13), indexed a further 10–20% each year through 2030, switched to a horsepower basis with a 160 hp cap on the preferential individual rate from 2025-12-01, and extended from 2026-04-01 with a differential top-up on cars first cleared in other EAEU states. This page is factual policy reporting on published rules and public data only; it contains no guidance on structuring shipments around any country’s restrictions.
Rules at a glance
| Item | Rule | Status |
|---|---|---|
| Steering layout | LHD — Russia drives on the right; China-market LHD cars fit physically | Verified (secondary) |
| Age bands | No blanket import ban by age; age sets the rate: under 3 years / 3–5 years / over 5 years, counted at the customs declaration date | Verified (secondary) |
| Import duty — individuals | Unified rates: 3–5 years €1.5–3.6/cc by engine band; over 5 years €3.0–5.7/cc; under 3 years 48–54% of customs value with euro-per-cc minimums. One payment covering duty, VAT and excise | Verified (secondary — official FCS page referenced; cross-checked tariff references) |
| Recycling fee — legal basis | Framework Resolution No. 1291 (2013-12-26) as amended; Resolution No. 1255 (2024-09-13) raised rates 70–85% average from 2024-10-01, with 10–20% annual indexation each subsequent year through 2030 | Verified (official decree listings; B-grade wire reporting of the decree) |
| Recycling fee — personal use | Preferential coefficients kept for personal imports: RUB 3,400 (car under 3 years) / RUB 5,200 (over 3 years); from 2025-12-01 the preferential rate applies only up to 160 hp — above that, commercial-scale rates apply | Verified (secondary — legal publishers and national media) |
| Recycling fee — EAEU differential | From 2026-04-01 the fee on cars first cleared in other EAEU states is computed so the difference against the Russian rate is topped up (new coefficient in the calculation formula) | Reported (adopted Russian legislation as covered by legal and national media) |
| Commercial-channel duty | EAEU Common Customs Tariff percentage rates plus excise and 20% VAT; exact passenger-car lines not confirmed in a public official source at the check date | Verification required |
| Parallel import | Factual regime: Government Resolution No. 506 (2022-03-29) and the Minpromtorg list (Order No. 1532, 2022-04-19) suspend trademark protection for listed goods; the list changes over time; all other import obligations (duty, certification, recycling fee) still apply | Verified (secondary — international law-firm analyses of the decrees) |
| Registration | State services / traffic authority (GIBDD) registration with plate issuance; current fee schedule not consolidated in public sources | Verification required |
Can you import a used car from China?
Imports continue, on two channels. Individuals can bring a car for personal use and clear it at the unified euro-per-cc rates plus the recycling fee at its preferential or commercial coefficient. Commercial importers clear under EAEU Common Customs Tariff percentage rates with excise and VAT, and pay the recycling fee at full commercial coefficients — the decisive cost difference. Scale, from public data: used-car imports into Russia ran at 181,600 units in the first half of 2025 (about 55% of all car imports that half, per Russian analytics cited by wire reporting). The context since 2022 — Western sanctions, countermeasures and supply shifts — is stated here as background fact only; this page reports official rules and public data and does not assess, assist or comment on any party’s compliance position beyond that.
Vehicle age limit
Russia does not ban used-car imports by age; the age bracket sets the money. Age is determined at the date the customs declaration is registered, and the bands are: under 3 years (percentage of customs value with euro minimums), 3–5 years (€1.5–3.6/cc by engine band), over 5 years (€3.0–5.7/cc). The over-5-years band is the most expensive: a 1,501–1,800 cc car pays €3.5/cc there against €2.5/cc in the 3–5-year band. Age also feeds the recycling fee’s preferential coefficient (the RUB 3,400 versus RUB 5,200 personal-use split). Plan the purchase age bracket deliberately — crossing a band boundary moves the landed cost by hundreds or thousands of dollars.
Duty and taxes
Personal imports by individuals clear at the EAEU unified rates — a single euro-per-cc payment that bundles duty, VAT and excise, so no separate VAT is charged:
- 3–5 years old: €1.5/cc (≤1,000 cc), €1.7/cc (1,001–1,500), €2.5/cc (1,501–1,800), €2.7/cc (1,801–2,300), €3.0/cc (2,301–3,000), €3.6/cc (>3,000).
- Over 5 years old: €3.0/cc (≤1,000 cc), €3.2/cc (1,001–1,500), €3.5/cc (1,501–1,800), €4.8/cc (1,801–2,300), €5.0/cc (2,301–3,000), €5.7/cc (>3,000).
- Under 3 years: 54% of customs value (minimum €2.5/cc) in the lowest value bracket, 48% with higher minimums in the brackets above — value-stepped.
Commercial imports use the EAEU Common Customs Tariff percentage rates with excise and VAT (20% standard rate) on top; the exact current passenger-car lines were not confirmed in a public official source at the 2026-09-05 check date — confirm per-VIN with your broker before shipping.
The recycling fee (утилизационный сбор)
This is the policy line that reshaped the market. The fee applies to every vehicle imported or produced in Russia; the legal base is Government Resolution No. 1291 of 2013-12-26 as amended. The sequence of published changes:
- 2024-10-01 — Resolution No. 1255 (2024-09-13) indexed the fee for cars an average of 70–85%; preferential coefficients for personal-use imports (cars under 3,000 cc) were kept at RUB 3,400 (under 3 years) and RUB 5,200 (over 3 years).
- Each year through 2030 — annual indexation of 10–20% at the start of each subsequent year per the same resolution (road-construction machinery follows a separate +15%/year schedule from 2025-01-01).
- 2025-12-01 (moved from the previously announced 2025-11-01) — the calculation switched from engine volume to horsepower: the preferential personal-use rate now holds only up to 160 hp; a stronger car imported by an individual is charged on the commercial scale. Press coverage of the decree cited a commercial-scale figure of RUB 1,875,400 for a 1–2 litre car as an illustration of the gap.
- 2026-04-01 — for cars first cleared in other EAEU states, the calculation now includes a coefficient that tops the fee up to the difference between what was paid there and the Russian rate, per adopted legislation. This is stated as published policy; its day-to-day application per vehicle should be confirmed with the customs authority or a broker.
Parallel import — the factual regime
Reported as published policy, without any guidance attached. Government Resolution No. 506 of 2022-03-29 authorized the import into Russia of certain original goods without the right holder’s consent; the Ministry of Industry and Trade’s Order No. 1532 of 2022-04-19 established the list of goods and brands — initially including several passenger-car brands (among them Mercedes-Benz, BMW and Audi). The list is dynamic: items have been both added and removed since adoption. Legal effect: the mechanism suspends the trademark/brand barrier for listed goods only; goods not on the list remain exposed to trademark claims. It does not change anything else — customs duties, certification and the recycling fee apply in full to parallel-imported cars exactly as to any other import. Whether any given brand and model remains on the current list is a per-shipment fact to check against the Minpromtorg list as published.
Estimated landed cost example
Illustrative arithmetic, self-checkable. Individual, personal use; used petrol sedan, 3–5 years old, 1,400 cc, under 160 hp: invoice US$15,000 (FOB) + US$2,000 freight and insurance → CIF = US$17,000. Unified rate band 1,001–1,500 cc at 3–5 years → €1.7/cc. Assumed rates: €1 = US$1.10; US$1 = RUB 90.
- Unified customs payment = 1.7 × 1,400 = €2,380.00 → €2,380.00 × 1.10 = US$2,618.00
- Recycling fee (personal use, over 3 years) = RUB 5,200 → ≈ US$57.78 at RUB 90/US$
Total taxes ≈ US$2,675.78; vehicle + freight + tax ≈ US$19,676, about 116% of CIF — before broker, certification and registration items. The counterweights: the same car at over 160 hp loses the preferential recycling-fee coefficient and falls onto the commercial scale (the press-cited RUB 1,875,400 illustration for a 1–2 litre car exceeds the car’s CIF value several times over at the assumed exchange rate), and the annual 10–20% indexation moves the fee floor upward every year through 2030. The per-VIN calculation from a licensed broker is the number to quote.
Market size — public data
- New passenger-car sales fell 15.6% in 2025 to 1,326,016 units per Autostat data cited by wire and analytics reporting.
- The used market moved the other way: about 6.24 million used cars changed hands in 2025, up 3.3% year on year — a substitution effect as households stepped down from expensive new cars.
- Within that used market, Chinese-brand cars were the fastest-growing segment, with sales up about 44% in 2025 to over 280,000 units.
- On the China-side ranking, Russia was the No. 3 destination for China’s used-car exports in 2024 by trade-association figures, after ranking No. 2 in 2023.
Required documents
- Commercial invoice, packing list, transport document (sea/rail/road per routing).
- Customs declaration under EAEU procedures; the declaration date fixes the age band.
- Proof of vehicle age (manufacture date/VIN) and engine displacement/horsepower — both feed the rate and the recycling-fee coefficient.
- Vehicle type-approval/conformity paperwork per EAEU technical regulations — per-unit requirements not consolidated in public official guidance; confirm with your broker.
- China-side export licence and deregistration paperwork — standard trade practice to include in the file.
Shipping options
China–Russia routings in the trade are land (rail/road via the Manzhouli–Zabaikalsk, Suifenhe–Pogranichny and Alashankou/Khorgos corridors) and sea via the Baltic or Far East ports (Vladivostok/Vostochny for ro-ro and container). Routing choice affects documents and time; no consolidated official guidance was located restricting routings for used cars — confirm specifics with your forwarder and broker.
Customs clearance
Clearance follows the EAEU customs code: declaration filed (in practice by a licensed broker), customs value and age verified, duty set by the unified or CET schedule, recycling fee paid, then release. The load-bearing numbers are the age band, engine displacement and horsepower — errors in any of the three re-price the shipment.
Registration
After clearance, vehicles are registered with the state traffic authority (GIBDD) through state services channels, with plates issued at registration. The current fee schedule and document list were not consolidated in a public official source at the check date — confirm with the registration authority or your broker before shipping.
Common risks
- The indexation schedule itself: the recycling fee rises by published steps every year through 2030 — any multi-quarter pricing model needs the next step built in.
- The 160 hp line: from 2025-12-01 the preferential personal-use fee stops at 160 hp; horsepower, not displacement, is now the deciding variable for individuals.
- The EAEU differential: from 2026-04-01, clearance in another EAEU state does not fix a car’s Russian fee position; the differential is topped up on the Russian side.
- List dynamics: the parallel-import list changes; a brand on it last year may not be on it now, and non-listed goods carry trademark exposure.
- Certification gaps: EAEU conformity paperwork for China-market units is the recurring clearance friction; verify before departure.
China-side export requirements
China runs a licensed-exporter system: every shipment needs a licensed exporter, a per-shipment export licence, third-party inspection (WM/T 8-2022), transfer-for-export registration and deregistration after clearance. From 2026-01-01, cars registered less than 180 days before the export application also need a manufacturer after-sales confirmation letter. Details: China Used Car Export Rules 2026.
